Is there any connection between him and former wrestler/promoter Al Tomko?

Isn't that belt 1/2 of the IWGP tag titles which Tomko holds with Giant Bernard (AKA A-Train/ Prince Albert)?
I don't know about any connection between the two Tomkos - sorry..

That is the IWGP tag title that he holds with Bernard.

So other than a couple of put down remarks by AJ, TNA has ignored a legit IWGP Champion, and pushed the belt Angle won in a non-title match!  Nice going TNA.
