Randy Savage , the angle went kinda all over the place then it was revealed that Savage drove it into Kevin Nash , they teamed a few times before this was revealed and forgotten about...

I think the Death of WCW mentioned that they wanted to have Carmen Electra to be the driver.
 
BUt yes, on the first Russo-Bischoff era Nitro, it was revealed to be Bischoff. I think this was about 9 months after the storyline had ended (or been dropped) though. I think it was more symbolic of saying, "We're not gonna do stupid angles like this anymore, we're gonna do even more nonsensical and stupid angles!"
