I've always felt this way. Despite how great the match was, the immediate angle almost makes you forget what you just saw and kind of spoils it for me. I always preferred the New Orleans 2/3 falls match myself.
As for the topic, all things considered I think Garvin was the best choice at the time. Nikita had the TV title, Barry had the Western States title, Ron didn't have much of anything going on.
Although in my opinion I thought it made Jimmy Garvin look a little second banana to Ron, coming off the Dream Date angle/feud that summer.
Also what made his reign not so memorable for me is that when they threw out the no defense stipulation, you just KNEW Flair was going to win at Starrcade, and it killed any momentum going in to the match, which is a shame because the match was great.
