Considering Powers was booker and possibly part owner of the IWA, you could say this Title was recognised by the IWA, but it may have been somewhat in the gender of K. Karl Krupp’s European Title.
I think Johnny Powers was sometimes billed as the Canadian Champion in the NWF, a Buffalo based promotion which preceded the IWA, He may have made some defences as IWA Canadian Champion earlier on in say 75-6, but by 1977, former IWA booker George Cannon’s SuperStars of Wrestling, seems to have replaced the IWA in Canada.
Circa Mid-March to Mid-April 1977, in the Maritimes we saw SuperStar shows taped in Ontario or Quebec (taping date unknown - assume early 77), in which Louis Martinez was recognized as Champion (Sailor White billed as Former Champ).
The following only covers the Maritime territory, but in April Cannon started booking here for Al Zinck, Canadian Champion Louis Martinez’s first Halifax Defence was Apr. 26/77, Sailor White won the title on May 17/77 in Halifax, Cannon was replaced as booker by Don Carson about this time, and I suspect this title change and/or the following were not recognized by SuperStars:
Stone Wall Jackson after June 14-before June 18 - location unknown (White made a successful defence against Jackson on June 14, an ad published June 18 lists Jackson as defending Champ vs Gil Hayes, White who is not on this card may have simply left the area, without dropping the title!)

Dave Schultz before Aug 9 North Sydney (assume Aug 7)

Those were not noted by the Halifax Newspaper, but Dave Schultz made successful defenses of this version of the Canadian Title in Halifax on Aug. 16 & 23, when Power is billing himself as Champion in the IWA.
