Bad Bad Leroy Brown was brought in by Sandy Scott as an NWA "trouble shooter" in the summer of 1981, and in his earliest appearances was a special referee to keep law and order. He quickly became the partner of guys like Ricky Steamboat, Wahoo McDaniel, and Jay Youngblood against Ole Anderson and his partners, which included brother Gene and others. He was around as a babyface for several months in 1981 and then left and returned as a member of the House of Humperdink in the summer of 1982.

Was he Leroy Brown there, or wearing camo as part of a team with Ray Candy? His working name then was Elijah Akeem, I can't remember the team's name for some reason.

He was Leroy Brown.  The team (don't know the proper spelling) The Zambouix Express is probably what you're thinking of.  I know they feuded with Dusty and Blackjack Mulligan in Florida, but that's about all.
 
I saw a New Jack shoot interview where he said Ray Candy told New Jack about The Gangstas that that's sort of what Candy had been trying to do with The Zambouix Express but that they were ahead of their time and people weren't ready for it.  Candy felt that by the time The Gangstas appeared, people were finally ready for that gimmick.  New Jack sounded like Ray Candy had been nice to him and had helped him out some.  He definitely had a lot of respect for Ray Candy.
